That should not be the case. Testing to a request bin site like webhook.site and doing xCommand HttpClient Put with content-type:application/json and a JSON body shows the JSON is properly received.
Unfortunately, there is no API at this time for user level emergency callback number. It is something that's already coming but not sure exactly when it will be available at this time. Once available it will be part of the User Call Settings APIs.
