I found SCCP was also set up on the router and it;'s source address was different than the one being used for SIP. I removed the SCCP section and so far it looks like the phones are registering properly. I'll test more later today.
Interesting. Comparing the xmldefault files before and after. After the reboot the processNodeName is Unknown. After I do Create Profile the processNodeName is the ip address CME is using. I wonder why it loses that after every reboot.
