My public addresses stay in incomplete arp status whilst the private ones that are NATed are ok on the same 3850S L3 Switch. Hence, most devices that are supposed to run on the public IP range do not get IP. Could I be under some form of DOS?

The cpu of my WS-C4503-E, with IOS, cat4500-ENTSERVICESK9-M, Version 15.0(2)SG9, has been recording high CPU figures(70-98%) lately. Can some one please lend me a helping hand?
Thank You all for your response. Unfortunately, when I do a "cdp device-id format ?" at config mode, I only have options of mac and serial number as shown below. Is it that my IOS doesnt support the hostname format?
