The switches are not EOL... Just the IOS XE vetsion you have installed. Just upgrade the IOS version and you're good to go

When changing from l2 to l3 the switch reboots and factory resets (besides being in l3). Did you try and console into switch to verify booting properly after factory reset. As well as vlan1 IP address?
