Cisco ThousandEyes Intelligent Insights Service / DNA Center

Hi, My customer network do not have internet connection.  They have DNAC v2.1.x and cat 9300 with "advantage licenses".  Will it work for them?  Or is this a cloud base cisco hosted solution ?     Thanks
