I have a case open with my Cisco Partner, who in turn has a case open with Cisco. My system is version 12.1.0-089, so this is affecting more releases than shown here. Updaters have been broken on our system since 01/02/2020. Also, it seems that the suggested workaround for this bug should be updated, since those systems that have converted to Smart Licensing, no longer have a means to upload a new XML file.
