it is the Panasonic camera. But I don't think that matters since the same camera on other vlan can be pinged at all time. Even the two cameras patch one next to another on the same switch and setup in the same vlan. I can ping one of them but not ano...

I've checked stp root for all swtiches including the core switch. They all correct.
