I'm using version 12.0.1.22017-1.    I also see "recent" was added to "personal conf user" softkey template in CME 12.3.   https://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cucme/admin/configuration/manual/cmeadm/cmesoft.pdf      

I was able to fix this by adding a "Recent Calls" to the bottom row of softkeys. Switching to the "Personal Conference User" softkey template did this in my particular situation.
