Unable to send/receive email with outlook 2016 while connecting to Anyconnect VPN

My end users are having issues sending/receiving email while connecting to Anyconnect. It's currently running on split tunnel, and is able to surf the net and run local hosted software.  VPN and AnyConnect, VPN

Failed to get configuration from secure gateway. Contact your system administrator.
