Configure GRE Tunnel and Only Use Routes from Destination

I have RTR1 connected to RTR2 over a GRE Tunnel.  The two RTRs are geographically separated.  I would like all traffic from RTR1 to go to RTR2 and ignore the routes between RTR1 and RTR2.  Is this possible over a GRE Tunnel or should I be using a VPN...
