How transceiver power of router/switch ports can be automatically shut during any failure on the link?

Will that shut the laser(admin down) or shut the port(won't send frames but still trans laser).

Actually, a customer wants his device(having ALS feature and connected to the Cisco router/switch) to shut its laser. Whenever there is physical or protocol failure on the link between his devices.He is not looking for resiliency.
