Unable to connect to CIVS-IPC-6400E

I am having trouble pulling up the setup for the CIVS-IPC-6400E camera. I have a POE setup which is connected to my PC setup, but I cannot connect to 192.168.0.100.   Do you connect the camera directly to PoE or am I missing a step?
