I think what you want is:ip prefix-list OSPFtoBGP seq 155 permit 10.1.0.0/20 le 24 The prefix you used to summarize (10.7.0.0/16) doesn't match anything else on the configuration.

That is correct, but both links have to be configured to 10Mbps each, in case one fails the other one can handle all the load.
