I have a Cisco 2621 with 2FXS and 2FXO for my landlines, can I setup my 2821 to use my 2621 to make outside calls?

That should work in my opinion. The 2821 is running CCME? But is that worth the effort? Can't you place the VWICs into the 2821 instead in the 2621?

Will that 2821 take the FXO card in the vwic clot?

it depends on the VIC-cards that you have. The VIC2- are supported on the 2800, but the older VIC- are not. The following document shows the supported cards on the 2800-series:
