CUBE not forwarding SIP 480 to CUCM

Hello,

We have a Cisco 2801 ISR running CUBE that is not forwarding a SIP message back to CUCM and it just sends another INVITE to the provider. Here is the SIP message received from the provider side when the called party is not answeringthe call:

CSeq: 101 INVITE

Reason: Q.850;cause=19;text="No answer from user (user alerted)"

After this message CUBE is just sends another invite to the ITSP without even notifying CUCM.

I tried multiple IOS images and the behavior is the same.

Any help will be greatly appreciated!
