Therefore, I have eight gateways and two GK to call routing.

But, Recently I know one gateway should be belonged one GK.

Is it right information?

Hi,

in such a case you definitely have to go to centralised solution - one point responsible for routing the calls.

I would like to suggest you to go with Cisco IP2IP gateway, not with the gatekeeper. The gatekeeper of Cisco has very very basic options. Put the IP2IP gateway and configure all the routers to accept calls only from it. Put then dialpeers pointed at the IP2IP gateway with session target ipv4:x.x.x.x (the IP address of the IP2IP gateway).
