How to identify what is happening in dial-peer debug

In the following debug output what exactly is happening? This is the 4th time I've tried to post this. I'm just trying to understand what debug results i'm getting back. 

 

Does this mean the dial-peer matched incoming calls and then it is trying to create the second leg of the call?
