I have a task to set up VoIP inside a small network (~20 Cisco IP Phone 303). Only for calls inside the local network. I have no previous experience with VoIP and I want to do everything in the most simple and reliable way.
After some googling I still have a question - is there a way to set up all ~20 phones manually, so there will be no need for VoIP server (e.g. Asterisk)? If yes, I will be grateful for any guidance, links or other material.

A call server is required.
For 20 phones, an Asterisk hosted onto a Raspberry Pi is achievable.

Peer to Peer 2 Phones will be good to testing, but for 20 Phones you need a mini SIP PBX.
If you looking you can use call manager if you looking any Open source :
as you mentioned (Asterisk is good) - but FreeSWITCH is good for me (https://www.fusionpbx.com/ - i was part of this not-owner, way back i was in touch with developer (owner)when i was doing some multi-tenant PBX system for Call centers - it got a nice GUI and is easy to install).

You'll need something to connect the phones to. You either connect them to a gateway on your LAN or on your ISP's network.
