Hi, can someone tell me if cisco MS3810-V support R2 signaling and/or IVR TCL ?

No..E1-R2 is still not supported in MC3810-V. You can use Feature Nevigator at following location
http://tools.cisco.com/ITDIT/CFN/jsp/index.jsp
Click on "Search by feature" and then click on E..SelectE1-R2 signalling and see the results under platforms.
