I'm implementing ISDN using digital modems with cisco 3600 pri on an E1. I have finished with the configurations. Whenever I do show controller e1, I receive AIS. How can I get around this problem

It could be problem with the Service provider/Telco. Try running a loopback test and check out if the problem is at the provider side.
