Cannot Dial Internationally - Fast Busy Signal

Hello,

I am running a UC560 and we are unable to dial internationally. Specifically we are trying to call Mexico and we receive a fast busy signal on the phone and the SPA504g handset shows "unknown number". The number I am calling works fine from a cell phone so I know the number is correct. I checked the dialplan and even tried adding one specifically for Mexico however I still get the same result. I've also tried setting the permissions on the dialplan for international calls to unrestricted and confirmed that the phones are also set to unrestricted. But still no change.

To dial Mexico we dial 8 (for an outside line) then dial 011 (for an international call) 52 (country code) xxx xxx xxxx (10 digit number)

Anyone have any ideas or need any other information?
