Distinctive Ring

I have spoke to cisco about 3.2 and asked them about distintive ring, and they said once 8.6 came out it would work, well i upgraded to 8.6 and lo and behold (unless i dont understand distintive ring) it still doesnt make a difference if its external vs internal. yet very simple other pbxs can do this. any help? thanks
