You can download the admin guide from cisco.com.
The dial plan parameter is located in the Extension tab , just scroll to the bottom. Make sure you are logged in as admin/advanced in the web UI.

The default dial plan supports *xx which means dialing * and two digits.
Try editing the dial plan to support ** and a number, **x would mean dialing two stars and one digit.

Sounds like the exact thing i am looking for. But i cannot find any place to edit the dial plan in the SPA525. The manual search shows zero search hits. Any hint?

Many Thanks! - works like a charm now.
For all those with a similar task:
1. go to the phone web GUI admin login
2. select advanced view (top right)
3. go to the pertaining Ext tab, at the bottom find 'Dial plan'
4. We have changed the dial plan to (**x|[0-9] .....etc
