Long shot, did you manage to solve the problem?
Currently in a similar position with BT and can't get any information.
We have the following config:

Thanks for the reply, after adding "compand-type a-law" under voice port we can now make outgoing but it takes about 20 seconds to connect and we cannot receive calls.

Not surprising - aLaw is encoding used in most countries, including UK. I'm pretty sure it's mentioned in BT documentation.

While I hav eno experience with UC540 at all, I understand Q.931. So it's simple. Lets see important part of call setup:

The called number, 798711, is unknown to target, thus the call is rejected. I suspect it's about format of number provided. You either need to process this format correctly (format should be specified in a documentation you have, or as BT to provide it to you), or you can try to ask BT for numbers in format of your choice to you.

The most annoying problem is BT, they are not able to provide any information. Their attitude is, the line works so the problem is yours.

As I mentioned already. I'm not fammiliar with UC540 - thus I'm unsure about meaning of CCAPI log records mentioning line 202 like:
Outgoing Dial-peer=202
So, may be the 798711 number is recognized, it's translated to 202 by your dial plan, but 202 is unknown/unreachable or so ... ... causing the CC=1 refusal.
BT, they are not able to provide any information
Well, I'm maintaining PBX in seven countries around, some even in UK. In most time, we doesn't use former monopoly nationals operators. And we abandoned BRI/PRI lines for upstream at all. SIP trunks provided by other operator are better for us. It include better documentation and support.
But you have BRI from BT. So you need to fight this battle.
