I am trying to use the ATA for incoming/outgoing calls via voip.ms.
The service shows as 'Registered' on line 1 and I can make outgoing calls, but incoming calls do not arrive/ring.
The voip.ms portal shows that a busy signal is received.
Is it possible to receive calls on the 232D from a SIP service?

It may be networking issue (NAT and/or firewall), it may be configuration issue of so many kind ...
No way to guess as you provided nothing for analysis.
Use a packet catcher to capture SIP communication between phone and upstream proxy. Ask your local network administrator for help unless you know how to do it. Enable debug&logs of SPA232D voice application and catch them. It may help you (or us) to identify the cause ...

I discovered that it was a routing problem in the SIP provider settings. All working well now.
