Synchronized Ring issues on the SPA9000

I have a SPA9000 and SPA400 using Comcast as a service provider.  I have 4 lines coming in from Comcast and connected to the SPA400.  My problem is, the incoming call ring is not sync'd with the SPA9000.  If I pick up the phone while the caller's phone is ringing I hear a tat,tat,tat,tat sound.  But if I pick up the phone when the caller's incoming call is not ringing the call is clear.  Is there anyway I can sync the incoming ring to the SPA9000 so the incoming call will ring at the same time the SPA9000.

If I can get the SPA9000 ring to sync with the inbound call I can eilminate this issue.  I found this issue when I was testing the system.  I couldn't understand why sometimes the incoming call was clear and other times I would hear this tat,tat,tat,tat sound for a few seconds.  For my test, I used my cell phone I called the number and I can see the lights on the SPA400 lights rining. The first two rings I can see the light on the SPA400 light (I understand that the 2 ring is the default and needed for caller id). The first two ring-tones are in sync with my cell phone ringing. On the 3rd ring the SPA9000 starts to ring, but the ring is out of sync.  If I picked up the incoming call (which as my cell phone calling) on the off ring no issues, but If I picked up the phone while my cell phone was ringing I would get the tat,tat,tat,tat, sound.  Any help with this issue would be appreciated.

Dear Sir;

This delay is set to allow SPA400 to detect caller ID. We dont recommend lowering the current default value (2 rings). You can set it to one ring (not to zero), but not recommended.

The parameter is on the SPA400 config utility, VoIP Setup section: Answer after :

Thanks for the reply, but my problem is not with the 2 ring delay.  The problem is with the tip/ring.  In most systems, when the caller is calling the ring is sync'd with the incoming phone call.  In my case, the external call rings then it when it stops the SPA9000 rings.  This would not be a problem except when you pick up the phone while the incoming call is ringing you hear a tat,tat,tat,tat noise.  If you pick up the phone when the external call is not ringing the call is clear.  I tested this using my cell phone.  It seems like the SPA400 isn't sending the singal to SPA9000.  Any help with this would be appreciated.
