Unable to setup new IP phone to UC560

Our office has a Cisco UC560 with a Catalyst 2960 POE switch and 10 IP phones registered. We need to add a new IP Phone for the new employee and have purchased a new IP Phone model 7962G.

Connect the laptop to UC560 and access it using CCA to create new user to setup the new IP phone. New user is setup using the phone's MAC address not the new phone is not registering. It's shows "Configuring IP / Configuring UC list" in a loop. 

IP phone's network settings shows the correct IP address, gateway etc. But IP phone is not connecting to the cisco UC560 system. 

Please advise.
