Windows VPN Client and UCC

When the Windows VPN Client is running I am unable to start the Unified CallConnector.  It appears that somehow the VPN client interferes with the UCC license check, so that the UCC is never able to verify its license.  I can start the UCC with no trouble over a hardware VPN, or if the VPN Client is not running.  This is on Windows Vista with the most recent versions of both the UCC and VPN Client.  Am I missing something?

I believe that the UCC client uses the MAC address to when checking for licenses, but there is a problem when you try to connect over VPN's.  I know I have heard of this before, but I am not sure what the resolution is, if there is one.  Let me see what I can find.
