Accessing Voicemail when recorded when noone picks up

Hi

I have set an UC560 and set the incoming calls as a blast group, then set the incoming calls to go to voicemail if not answered in 16 seconds however if someone leaves a message when noone answers it is not showing on anyones phones or voicemail. the voicemail is the same 399 on all phones and under the blast group settings.

Do you have any suggestions?
