Can Call Volume be adjusted for incoming FXO lines?

First, thank you for reading this.

We have a UC540 in a small retail environment.  SPA508G, SPA501G, and 7925 wireless phones are being used.

The incoming voice is over 4 AT&T POTS lines to the FXO ports.  AT&T "rolls over" the lines for multiple calls at a time.

The customer complains that they can not hear the callers and must turn the SPA's volume up.

The problem now becomes that the "comfort noise" on the lines also increases and they hear "humming".

We have tested the POTS lines with an analog phone and call quality is good.  Also, AT&T has checked the lines for "crossing" etc... to the dmarc.

Is there a way in the UC540 to increase the voice traffic volume coming in the FXO so the users do not have to raise the handset volume as much?

Thank you, Paul

P.S. config info can be provided if needed.
