I have a SP525G with firmware spa525g-7-4-6 (no problem) with UC540 7.1
my conf pushed :
tftp-server flash:/spa525_fr_v746.xml alias French_France/525G-dictionary.xml
tftp-server flash:/phones/525/spa525g-7-4-6.bin alias spa525g-7-4-6.bin
!
telephony-service
user-locale[0] FR
network-locale[0] FR
create cnf-files
reset all
=> When the phone reboot the first time, I have blank softkeys and default language (en) on the phone.
On tftp debug command, the phone try to download the old language. But, on status menu/Network status, I have the good value for user-locale and network locale French_France and France. The XML file under telephony-service and tftp-bindings containts the good value

=> When the phone reboot the second time, I have the correct language.
