Intermittent transfers do not ring a SPA504G

We switched our VOIP providers from 8 x 8 to Freedom voice and some of our SPA504G do not ring when the receptionist transfers calls to their extension. The phone does not ring but after receptionist hears 4 rings on her phone the call will go to the users voicemail.  Below are the adjustments we made to the config of the SPA504G. Please advise if any other adjustments can be made to the SPA504G config.  We have upgraded the phones to the latest firmware but issue still remains.

Within admin -> advanced

SIP Tab

Change “RegMax expires” to 300

Change “Retry Long Intvl” to 30

Provisioning tab

Profile Rule: value provided by Freedom Voice

Set Resync On Reset to “No”

Set Upgrade Enable: to “No”

Ext 1 tab

Proxy: value provided by Freedom Voice

Change “Register Expires” to 300

Password: value from FreedomVoice Weblink after registering phone

Enter DID of phone  for “Auth ID”

Enter DID of phone for “User ID”

Set “Use Auth ID” to “yes”

System Tab

“Primary NTP Server”: time.apple.com

“Secondary NTP Server”: time.hostedpbx.com

You are off-topic here, don't wish for valuable answer here.

Unless you wish to wait for moderator action use big blue [ EDIT ] button to move the thread to SPA IP Phones community by self.

In advance you should disclose your topology (are all phones in the same LAN ?, are you behind NAT ?). Also, catch SIP packets related to the call in question. No option you changed have relationship to transfer service, but there are different ways to invoke call transfer, so the configuration needs to be tuned according new ISP wishes.

Unfortunately, you didn't described what transfer procedure is preferred by FreedomVoice.
