I provision the phones using the <mac address>.cfg that gets pulled from an http server. Here is the config file:
<flat-profile>
<!-- Set admin password, time server, and what version of software to run -->
<Upgrade_Rule>http://xxx.xxx.xxx.xxx/spa525g-7-3-5.bin</Upgrade_Rule>
<Admin_Passwd>xxxxxxx</Admin_Passwd>
<Resync_Periodic>3600</Resync_Periodic>
<Primary_NTP_Server>xxx.xxx.xxx.xxx</Primary_NTP_Server>
<!-- clean up Resync and trigger settings from initial provisioning -->
<GPP_A></GPP_A>
<Resync_Trigger_1></Resync_Trigger_1>
<Resync_Random_Delay>2</Resync_Random_Delay>
<Resync_Periodic>3600</Resync_Periodic>
<Forced_Resync_Delay>14400</Forced_Resync_Delay>
<!-- Set time zone and Day Light Savings time -->
<Time_Zone>GMT-06:00</Time_Zone>
<Daylight_Saving_Time_Enable>YES</Daylight_Saving_Time_Enable>
<!-- XML Corporate Directory -->
<XML_Directory_Service_Name>Corporate Directory</XML_Directory_Service_Name>
<XML_Directory_Service_URL>http://xxx.xxx.xxx.xxx/directory/test.xml</XML_Directory_Service_URL>
<!-- Set Display Names, PBX and Voice Mail Number -->
<Station_Name>St. Louis</Station_Name>
<Station_Display_Name>St. Louis</Station_Display_Name>
<Text_Logo>St. Louis</Text_Logo>
<BMP_Picture_Download_URL>http://xxx.xxx.xxx.xxx/images/executive2.jpg</BMP_Picture_Download_URL>
<Background_Picture_Type>Download BMP Picture</Background_Picture_Type>
<Voice_Mail_Number>98765</Voice_Mail_Number>
<Proxy_1_>xxx.xxx.xxx.xxx</Proxy_1_>
<!-- Setup extensions -->
<Display_Name_1_>77588</Display_Name_1_>
<User_ID_1_>77588</User_ID_1_>
<Password_1_>7758801</Password_1_>
<Default_Ring_1_>5<Default_Ring_1_>
</flat-profile>
This does not seem to work. Everytime I reboot the phone the Default Ring for Extension 1 stays the same.

You have a typo, put the / on the ending Default_Ring_1_

I saw that also and changed it but it did not fix the situation. After much tinkering I was never able to change the Default Ring from 1 using the XML provisioning file. I did however change it using the file. So instead of focusing on changing the Extensions Default Ring I decided to swap the Rings around. Under the tab, Phone under Admin Advance you have a section where you assign each ring tone a number. I just swapped the positions of the ring tone. Here is the section of the XML Provision file that I used:
Normally Classic is assigned Ring 1 and Office is assigned Ring 10. I just swapped them around. I can only confirm that this works on the SPA942.
