PMFs and p-time

I can receive calls from VoIP phones, but not from landlines and cell phones.  My SIP provider asked me to change the ptime of SDP sent by the UC320 from 30ms to 20ms.  Clearly there is no place to do this, but I did find a PMF for MeTel that does the following:

Changes the RTP p-time to 20ms required to work with MetTel SIP provider

So I'm not sure if this is the same setting, but I applied the PMF and it did not fix my issue.  A couple of quesitons...

1.  Would this PMF be specific to MetTel or would it alter the p-time for all SIP providers?

2.  Now the these are EOL... can users create their own PMFs?

Any help would be appreciated.

I have found where to set the p-time (Packetization size in milliseconds), it is under the systemwide SIP paramenters.  Changing this to 20ms solved the issue with our BabyTel SIP trunk provider.
