Is it possible to configure the t.37 off ramp on a uc540 to send faxes via email or some type of print driver from local pc's? On ramp and off ramp are installed via cca and on ramp routing works great.

Yes it's possible using software that has the 'fax to email' capability missing in Windows.
Here is one that works very nicely:

It is not possible to send faxes from a PC using the UC540.

Hello,
Just to add to what John already said. If you need to send PSTN faxes from a local pc you may need consider network fax machine which must be connected to FXS port of the UC, or using modem of the PC connected to the FXS port of the UC.
