spa 303 cfwd does not forward call

I have 7.4.9c firmware

When I do the call forward button and set it to a number the screen displays calls forwarded

When I call my line I get a message in my syslog server

calling:<forwarded to number>@<proxy>:0

I do not see any sip messaging back at my switch.  I get the same results if I use an extension, on switch number, or cell phone

When I do a call forward of my 7960 the call goes to the correct number.

Did you add the steering digit in the call forward field?

i.e. 9 for outside line steering digit must be appended to the number to be call forwarded to.

The 7960 might append this automatically.

I put in the number exactly as I would dial it from the phone so 17143388807

Once I hit the last digit the phone goes to Calls Forwarded on the screen

Then inbound call to the phone should generate a refer message to the call forwarded number.

Can you obtain a wireshark showing the call flow?
