Inside of our SIP switch I have a parking lot with BLF capibilities. The NOTIFY that turns on and off the light doesn't work on SPA500 series phones, however the same NOTIFY will work with the SPA900 series phones.
Below is the XML inside of the NOTIFY that turns on the light for a SPA942 but not the SPA509G.

Hello. I have exactly the same problem.
I have a SPA509g configured via the webinterface.Asterisk 1.6.2.9 is configured as explained in this topic. Nothing to do, the BLF stay's orange. The firmware was initialy 7.4.8 and now with 7.5.1 but problem stay the same.
I configured the syslog but I don't see anything wrong about the BLF. A SIP show hint don't show any whatchers.
For me, everything is ok with the asterisk because when I'm using X-Lite, I can see the presence without any problem, I see the watchers,...
Do you have any ideas? I see many topic with problem about that but the solution isn't clear.

This is the code I have successfully deployed to make this work in the GUI. I am using firmware version 7.4.7 and Metaswitch
fnc=sd+blf;sub=EXT@$proxy;usr=DID@$proxy
Ext - Extension of party
Proxy- The address of your softswitch (or proxy)
DID - Direct phone number
Make sure your lines are set to disabled and private when configuring.

Everything seems to be ok. Can you look at this screens?
Ext1 and ext2 are disable. Ext3 is connected to my asterisk server. The line key 9 is used to show the status of this line.
