Looks like something has changed regarding the configuration in xml provisioning file for SPA525 from SPA504.
when trying to set the password to admin it doesn't work and pulling the config file from SPA525 I see only asterisks in place of the password.
How to set the admin password in config file so it can be mass provisioned ??

The Firmware on SPA525 is different from SPA50x.
You should generate the template configuration files for each firmware, using the SPC tool.
For the Admin password, this is the difference:
SPA525: %CPE_PASSWORD%
SPA504: %CPE_PASSWORD%
