SPA9000/SPA400 with one-way Audio

SPA9000  FW: 6.1.5

SPA400    FW:  1.1.2.2

SPA921    FW:  5.1.8

All devices are on the same LAN (private lan, only used for VOIP), no firewalls.  Not using DHCP, all phone instruments have static IP's assigned (12 instruments).  The SPA400 has a single PSTN line connected.   Internal calls have no problem with one way audio.  Making external calls or receiving external calls, call hear the other person but they don't hear anything from my end. 

Have tried changing the "Force media Proxy" - no change

RTP packet size is set to .030

Any suggestions would be appriciated.
