I followed the instructions on:

and waded through google for about 8 hours now sofar, with continuous trial and error,
Question:
How to force a spa962 to resync according to how the documentation claims it can?
Setting the tftp server via dhcp also doent work, so I tried the resync command:
http://<IP_of_device>/admin/resync?tftp://<IP_of_TFTP_server>/SPA962_feb172009.xml
and sure enough it doesnt work. It gives feedback saying:
SPA will resync the profile when it is not in use and reboot
you can click HERE to return to the configuration page
Has the feature worked for anyone, or is this somekind of marketing trick?

This does work.
Check the tftp server log and see if it received the phone's request to that tftp server.
Then if it received the request, make sure the tftp server sent out the file.
You can also check the log on the phone.

Have you set up a syslog server for the phone to dump logging to?
I found a provision error for 962 that was reporting a corrupt config file that some one had edited. Opening the config file in Notepadd++ and then turning on xml sytanx clouring (Launguage menu - xml) I found the typo in the xml syntax for a comment. Corrected that and I was off.

As Nelson said, this really does work and is no trick. I use it frequently in my lab.
As John said, syntax errors in the configuration file is a deal breaker.
Review your TFTP server's access logs, perhaps there's an error message that will offer a clue. Note that you're telling the phone to look for slash (/) file which means look from the TFTP server's root directory. The TFTP server's log will show "no such file" or similar message if this is the case. Also, the file name is case sensitive.
If you know how to use Wireshark, or want to learn, install it and see exactly what the phone is doing and requesting on the network.
