Please advice what is the correct process to shut down the UC520.

here is what I do...
Save the running configuration using CCA or CLI 'write memory' so the running config gets written to the startup-config used next time its plugged in.
Unplug the LAN ports and expansion port cables to make sure there is nothing reading or writing to Flash memory.
Unplug it.

Sorry if the question is not clear, I mean how to correctly shutdown the UC520 to prevent CUE damage.

Removing the power is the shutdown. There are no spinning disks.

I would shut the CUE module down before pulling the plug. You don't want to pull the plug on a *nix environment, regardless of if there
is a spinning disk or not. CUE could be writing to the database at the time you pull the plug, and you may corrupt something there.
!Saves config
CME# se i0/0 sess
CUE# wr
Ctrl + Shift + 6 then hit 'x' to drop back to the router prompt after this.
CME# se i0/0 shutdown
(Hit Enter twice if you want to watch the module's shutdown messages.)
