UC520 VOIP WAN Delay

We have a 7960 connected to a 871W which a has VPN connection back to the UC520. The call quality is good, but with a noticeable delay. Below is a show voice call output, but it is over my head:

The delay seems to be the same with both g729r8 and g711ulaw. We also have a SPA525-G2 connected over SSL VPN and it is experiencing the same delay.

Let me know what other information would be helpful. There is no noticeable delay with the onsite phones. The office Internet connection is a T1, PRI and the remote phones are cable (2 different ISPs).
