I'm using a UC540 with FXO, 1 SPA509G and 2 Cisco 7961
Software version 8.1

Locale pack FR version 8.1
CME version 8.1
Voicemail Version 8.0.3
I have installed the new locale pack to change the language to french and the voicemail works fine. The display of the spa509G has the softkey in french but all the menus are in english. And for the 7961 everything is in english and when it boots, it reads Error Updating Locale
I try to factory reset the unit and the phone many time and install only french locale pack and it still not working correctly
All this is done with cisco CCA 3.0
In the status messages of the 7961 i got
File Not Found : CTLFile.tlv
No CTL installed
SEP001AE2BC6A6D.cnf.xml
Load Authenication Failed SCCP41.8-5-4S
Error Updating Locale
And in the status messages of the SPA509G i got only:
SEP0002FDFFF2AB.cnf.xml
