UC540 Phone Load Issue

As part of a recent implementation of a UC540 I am having an issue with several phones that are being migrated over from a previous CUCM deployment.  These are both 7975's and 7970's.

The issue with these phones is that they boot up fine, register with the UC540 with no issue however the spead dials are not showing up on the open buttons.  Other phones of the same model work fine with no issue. 

Has anyone seen this before?

How did you configure the speed dials? Can you post the ephone configuration here? You can try resetting the CNF files and then rebooting the phones.
