UC540 With 9971 Over VPN

We updated the UC540 to the latest release and have a remote office connected via VPN (ezvpn config on remote router). The SPA525G2 at the remote site is able to connect to the UC540 and make both internal and external calls properly. However, the 9971 at the remote site registers and appears to be online but when making a call it pauses for a few seconds and then shows "phone not registered". After a few seconds it then goes back to the main screen.

If I understand correctly, the SPA525G2 uses SCCP and the 9971 uses SIP. Could there be something blocking the SIP communication?

Also, the time zone on the 9971 is wrong (Pacific instead of Central) and I can't find anywhere to change that.
