Cisco ASA for VPN Services - Throttle Bandwidth for all Sessions?

We're going to use the ASA for VPN services for users out on the internet who want to connect to our network remotely.  We throttle user bandwidth today with our Nortel Contivity, and I'd like to do the same for all users connected via the ASA.  Can this be configured?  We can't find any relevant settings in the ASDM.  Thanks!
