We have a FW ASA5540 that running ver 8.4 deploy in our data center whitout cisco support service , we have plan to purchase new ASA-X firewall for replaced that, A question is that does new Anyconnect license (e,g plus , plus perpetual , APEX vpn-only) support ASA5500 FW with 8.6 version . or can we upgrade or migrate the current license to new order ? or give up old Premium and Essentials license and purchase new license？

You have to give up the old licenses and buy new ones. There was a migration-promotion, but that's over for a long time.
I would buy PLUS or APEX instead of VPN-Only. These licenses can be uses for the actual 5540 and also for the new one(s) you purchase in the future.
