Smart tunnels with Windows 10 / IE 11 or 52

I have a couple of ASAs running 9.5(3)2 which have several WebVPN portal pages containing HTTPS link with smart tunnel enabled.  These work fine on Windows 7 systems, but I have yet to see it work on any Windows 10 system.  The Cisco SSL VPN Relay agent doesn't appear to ever launch.  Are smart tunnels supported with windows 10?  If yes, any guidance on how to determine why the relay agent isn't loading?  Neither Firefox nor IE 11 work.

according to the release notes below, Windows 10 and IE 11 is supported starting with 9.6. 9.5 does not support it.
