Ran the troubleshooting DART file and this is the this error
Function: CTIsTunnelMgr::OnTunnelInitiateComplete File:.\TunnelMgr.ccp Line:596Invokded Function:CTunnelStateMr::initiate Tunnel Return Code:-31719410 (0xFE1Cooe) Decription: TLSPROTOCOL_ERROR_MAX_RETRANSMITS_EXCEEDED callback
VPN version is 2.5.3055
the server IP is address is going down to the VPN client via split tunnel.

Is this VPN running on TLS or DTLS?
If TLS, then have you tried by DTLS. Also, try to capture packets on ASA LAN interface as well as Anyconnect machine to see what is happening when issue is occuring.
Are you accessing resources via name or IP. If name, try using IP once as well.
If you are using any 3G card or USB dongle to connect to internet and then with VPN , then try using a normal ethernet or Wifi connection as well once coz as per DART it seems that DTLS tunnel is not negotiating.

Thank you. It turned out to be a TLS and a DNS issue.
