AnyConnect CAC errors after windows update

We have users in our company that are contracted with a government entity that requires a vpn connection with AnyConnect. Before the Windows update to 1909, when signing into the government vpn, they would get prompted to select a CAC certificate. After the update, it prompts for a pin and fails to connect. At no point does it ask to select a cert.

I have tried reinstalling the vpn and the certificates. I have updated drivers that could affect the CAC reader. All other apps that use a CAC work fine. Anyconnect is the only one refusing to budge.
